Darryl King is the CEO, of The Principle Partnering Group, LLC, {www.theppgllc.com}(PPG) and PPG Global, {www.ppg.global}. Mr. King named the company “Principle” as a daily challenge to be “principled” in all of his business dealings and endeavors. The PPG LLC firm is a management consulting and project staffing organization with an unsurpassed track-record in helping companies and agencies of all sizes establish, manage, and maintain successful business-to-business collaborations. Mr. King along with his key staff created B2GCLOUD.COM in 2009, using methods developed by PPG since 2003, to provide “cloud based contract compliance” for agencies and entities.
His MANTRA; “We create TRANSPARENT, DEFENSIBLE, PROCESSES” and provide capable, competent and qualified staff. The firm offers solutions, project management, and strategic and infrastructure support services across all business segments including feasibility studies. He leads and directs the firm’s activities in all aspects of vision casting, program and project development and optimum resource utilization. In addition, Mr. King was the CEO/Owner of H.S. Direct, 12 years, and the CEO of PPG People Source, Inc., and Quality Hospitality Consulting Inc.
QHC Inc. is a Joint Venture with Aramark Inc. and for 23 years operated the privatized 100 million plus per year school lunch program for Houston Independent School District as the Joint Venture partner with ARAMARK. The Joint Venture also privatized and operated the 35 million per year food and janitorial services for 24 years for the City of Houston, including The George R. Brown Convention Center and all of the performing arts theaters and venues. Mr. King is a largest individual Minute Maid Joint Venture partner with Aramark operating food services currently for Minute Maid Park for the past 17 years.
Mr. King’s vision was to expand into the international markets as a small business and to take the principles of what have made his organizations and businesses successful into the national and international market and transform them into a global footprint. He began formulating the new business strategies, and in late 2013 and formed PPG Global in July, 2014 with Co-Founder and CAO, Sahira Abdool, shortly after taking a business development team of four PPG senior/executive staff, including Sahira Abdool, Theo Lawrence, and Jerry Bustamante, on a 17 day exploration to Africa by special invitation of a Senior Minister.
Mr. King opened and staffed the PPG Global office in Abidjan, Cote D’Ivoire in February 2015. Mr. King with Co-Founder and CAO, Sahira Abdool established the foundation of Global’s presence there with banking and business structure, and is licensed to operate in Cote d’ Ivoire West Africa. The team finished a (6) regional Hospital feasibility study in 2016, in partnership with AECOM. Mr. King has traveled extensively to Cote d’ Ivoire and is currently actively pursuing business opportunities in Benin, Madagascar, South Africa, The Grand Bahamas and Belize.
Mr. King and his team signed six (6) Protocols of Agreements for a diverse range of projects including, Soccer Stadium, Hospitals, Vocational Schools, Ports, Infrastructure and Toll ways. Subsequent to this visit, Mr. King signed a teaming agreement with one of the world’s largest infrastructure firms to partner with PPG Global on International projects. To date PPG GLOBAL has held offices in Africa, with two Global Infrastructure Partners working on developing projects in several African countries. PPG Global, led by, Mr. King and his partner and CAO; Sahira Abdool, in less than three years and under their direct leadership have garnered an impressive portfolio and related funding for potential projects worth over $3B.
PPG LLC served as the Program Advisor for Parsons Transportation in support of the METRO Light Rail Project for more than 8 years. Mr. King led the PPG team toward successful implementation of program policies and procedures for the METRO Solutions $1.6 billion Light Rail Transit Project’s SBE/DBE Program. Together, PPG and the Parsons team worked collaboratively. The program exceeded the $255 million project goal in SBE participation. As the CEO of The Principle Partnering Group, LLC and PPG Global, LLC, Mr. King serves as a liaison between the Prime Contractor and the actual and potential sub-contractors in establishing and “monitoring performance”. Mr. King has recruited and acquired a professional team of leaders and specialists to ensure the development and implementation to establish, manage, and maintain successful business-to-business collaborations.
Mr. King’s focus is data-driven and as a result, PPG is a leader in defining and executing data driven processes to assist our partners and clients in meeting compliance requirements and in identifying errors, omissions, and concerns as a consistent best practice. He believes in upholding data integrity for our clients; whether combining existing information assets into single consolidated reporting environments or ensuring process optimization to clients, primes and sub contractors for improved communications and relationships. Mr. King has quietly and consistently worked to open doors of opportunity for numerous businesses and organizations throughout the Houston metropolitan area. His efforts have not gone unrecognized, as he was appointed and served on statewide boards, as well as positions of local leadership, over the past 35 years. He has been recognized by former Mayor’s Bob Lanier, and Bill White through his appointments as commissioner for the Keep Houston Beautiful (Houston Clean City Commission), and both former-governor George W. Bush and Governor Rick Perry appointed him to the Coastal Water Authority Board. The Coastal Water Authority (CWA) is a conservation and reclamation district created by a Special Act of the 60th Legislature of the State of Texas in 1967.
Mr. King served for 12 years including as chair on various committees, including compensation and CEO search and selection committees.
In addition, he is a Senior Fellow in the American Leadership Forum Class XIV. For more than 30 years, ALF has brought together over 1,100 Senior Fellows from Houston/Gulf Coast corporations, government, media, education, criminal justice, medicine, nonprofits, philanthropy and religious sectors to envision effective solutions and take coordinated action to address the community’s pressing issues. More recently, he was selected twice to receive the Pinnacle Award of Excellence, by the Greater Houston Black Chamber, the Small Business Advocate Award, and Supplier Diversity Champion Award. He received the Houston Area Urban League Whitney Young, award, having served three terms as Board Chair and leading the drive to buy and renovate a home for the Urban League, the old Federal Reserve Bank building. He received the Emerging 10 Award from the Houston Minority Supplier Development Council, the World Youth Foundation named the Community Hero Paving the Way Award in his honor, he received the Community Hero Award from the Texas Association of Black School Educators, The Outstanding Service Award from the Houston Area Alliance of Black School Educators, The Houston Area Urban League Outstanding Leadership Award, The Supplier Diversity Champion Award from the Small Business Administration and many, many others. In 2015 he was inducted into and received The Hall of Fame Award by the Greater Houston Black Chamber. Mr. King received the 2016 Global 7 International Rising Star Award from the Houston International Trade Development Council.
Mr. King is as an advocate for the economically disadvantaged, minority communities and entrepreneurs; he speaks often to various small business groups and students, he is proficient in the “language of entrepreneurs”. He is experienced in outreach to African American businesses, churches, communities and neighborhood organizations in the Houston Metropolitan area. He has been a strategically involved leader in several city wide referendums, Citizens Against Zoning, Toyota Center referendum, Enron Field referendum and the Hilton Hotel as the lobbyist for Duddleston Development and Hilton Hotels project among others. Mr. King served as a registered lobbyist for ARAMARK.
Mr. King enjoys a national presence in several organizations. Mr. King and his companies have donated over $480,000.00 to the Houston Area Alliance of Black School Educators and other non profits for scholarships in the community. Mr. King and his associate Ken White replaced with their own funds $80,000 worth of band equipment that Yates High School lost in a flood. The equity he enjoys in his community has been well funded by his generosity.

Mr. King designed and built the first two airport KFC’s, both at Bush Intercontinental Airport, then converted them to Popeye’s [first ever] to increase the sales per square foot the largest sales per square foot in the entire airport system. He also designed and built Aunt Gracie’s Gourmet Fudgery and Gourmet Coffee store in terminal C North of the airport. He sold the businesses in 1999 to focus on institutional feeding with Aramark.

Ms. Abdool joined the Executive Team of The Principle Partnering Group, LLC (PPG) in 2011 and became part of the team of principals/partner owners, Darryl King and Karen Becerra in 2014. Ms. Abdool with partner, Darryl King, co-founded PPG Global, LLC (the international consulting firm of the enterprise companies) with executive oversight for all fiduciary, strategic global mobility, enterprise initiatives, technology enhancements, business development, organizational infrastructure and human capital asset leadership to ensure sustainability, profitability and growth of the business in the most effective and efficient manner. PPG Global, LLC is a premiere management consulting organization with an unsurpassed track-record in helping companies of all sizes establish, manage, and maintain successful business-to-business collaborations. To that end, Ms. Abdool has been instrumental in developing the enterprise business acumen and ensuring consistency business practices, workflow processes and regulatory reporting standards. She has a keen sense of details ranging from macro enterprise planning to micro deployment planning for complex, large scale, and community driven projects. She has helped to develop small to large businesses and organizations improve their operational processes and performance effectiveness in all areas of business operations. For enterprise companies’ she has been a strong collaborator to develop sound contractual agreements, build contractual compliance reporting for project deliverables, transactional details, project controls reporting, and document management.
Ms. Abdool has enterprise oversight of the firm’s Administration; Fiscal and Human Resources functions; employee relations, staffing, benefits and medical claim billing, training & development, performance management, salary compensation and dispute resolutions. Additionally, she also has the enterprise oversight of all fiscal matters; client and vendor billing, invoicing, payroll, benefits, predictive analytics, financial reporting, contractual compliance and reporting for 8A government/federal funding, DCCA and FCA compliance reporting and monitoring all project performance according to contractual agreements executed and including those that are in pursuit of the MWSDBE objectives.
As partner and Co-Founder of PPG Global, LLC, which expands professional consultative services internationally, the firm has received recognition for their progress. In August, 2016 Ms. Abdool and CEO/ partner; Darryl King returned to Cote D’Ivoire and was able to garner six new protocol of agreements and confirmation with the City of Mankano as the impetus for the Strategic Partnership Agreement with the City of Houston and securing the Delegation visit in November, 2016. Ms. Abdool received the 2016 Business Choice Award for Leadership from the Tri-County Black Chamber of Commerce and along with Darryl King; their firm received the 2016 G7 Global Rising Star Award for Global Small Businesses based on their international work. The breadth of this global portfolio spans over (25) different project engagements with an estimated project value of over $3B. These opportunities are currently under development in the Sub-Saharan Regions of Africa, Zimbabwe, Ghana, Senegal, Dubai, Belize and she recently completed the strategic global outlay and an assessment for the IPS CGRAE Municipal Retiree Fund during her last visit to Cote D’Ivoire, Africa.
Ms. Abdool is a Certified Scrum Master, she has both Lean Six Sigma Green and Black Belts and holds a Masters in Public Administration (MPA) from the University of Tennessee with a cognate major in Human Resource Management (MHR) and a double-sub cognate major in Higher Education Administration and Supervision and Public Health (MPH). She holds an undergraduate degree in Psychology and Statistics from HBCU- Tennessee State University. Ms. Abdool has over 28 years of executive and operational experience in both the municipal government, public and private sectors with business acumen and fiscal accountabilities for 24 X 7 operations, serving an average of 2.2M customers, with direct span of control for 1000+employees and $3B+ in budgets, revenues, contracts and asset listings on an annual basis.
Prior to joining PPG, Ms. Abdool served a decade in executive leadership with the City of Houston. She began her tenure there as the first Deputy Director of Library Administration for the Houston Public Library and was recruited by the Mayor Brown Administration to bring business acumen to the Library and to manage their large complex Library projects. Ms. Abdool was responsible for the oversight of the 288M CIP Projects to renovate existing libraries and to open the newly created HPL Express Libraries located within Multi-Service Centers. She was also instrumental in assisting the Mayor Bill White Administration in the schematic assessments for the development of the Gregory Lincoln African American Archival Library based on the review of the Schomburg in New York and the Reginald Lewis Museum in Maryland. Ms. Abdool was later appointed by Mayor White, to the Director of Municipal Courts and led the transformation of the main court at 1400 Lubbock Court into a fully state of the art flagship court with technology and services to meet the public use and foot traffic of 2.1M annually. This court transformation was a public/private collaboration that received recognition by the National Center for State Courts in 2011.
Throughout her tenure, with PPG Global, Ms. Abdool has been the Project Executive on key, complex City and County Projects. In 2015, she led the Project Team for the Southwest Airlines International Airport Expansion. Southwest selected PPG Global, LLC immediately after the Project Team presentation and received commendation from Southwest Airlines CEO and the City of Houston for the firm’s participation as the small business partner developing the community engagement and small business participation. The firm was also instrumental for meeting the MWBE goals at 110%.
In 2017 she led both Project Teams on the post Hurricane Harvey initiatives, The restoration of the historic Wortham Theatre for the Houston First Corporation deployed 175 resources within 48 hours after the landfall of Harvey and managed the small business participation for 15 firms and community engagement with local entities on the project. This project helped contribute to the birth of the Houston Strong Campaign. The second project was with the City of Houston Public Works Department and AECOM, also immediately after the Hurricane had hit. Ms. Abdool led the firm of three project teams supporting the site assessment of the Waste Water and Lift Stations for damages to over 48 facilities.
In 2018-2020, she worked with both the City, County and Prime leading the Project Teams for the Harris County Intake Program for Hurricane Harvey Recovery and the City of Houston Housing and Community Development for the Hurricane Harvey Recovery Programs.
In 2020-2021, Ms. Abdool was asked to return to the City of Houston on special project assignment, for 13 months with the Houston Health Department responsible for the City of Houston’s response to COVID 19, as the Project Director overseeing the Command Center, all initial areas of operation during Incident Command Structure related to the pandemic. This included the Contract Tracers, Epidemiologists, Testing, Data Reporting Services, COVID 19 Hotline/Call Center and all related administrative support for the COVID19 Response Group. During the height of the pandemic, her span of control was in excess of 725 team members, requiring a high degree of preparedness and responsiveness to the public and their safety. Collaboration with local, county, state and federal entities on a daily basis to determine the services, technological applications, reporting, equipment, supplies and strategic outlay of the COVID 19 Operations was required as well as a significant community involvement and engagement.
Currently, Ms. Abdool is the Project Executive for the 1.6B Harris Health, LBJ Hospital Campus Expansion Project where PPG Global has oversight of the Community Engagement, Outreach, Programming, MWBE and Reporting with the HKS Inc. Team. She is also the Project Executive, on the Texas GLO Hydrology Reviews Project with the DCCM Team, for Project Management and compliance reporting, in addition to providing Project Executive management support on the AECOM Team for the Harris County Kingslake Subdivision Drainage Restoration Project through 2023. These diverse projects offer complex executive project management experience to add to the firm’s offering and project value. As a Principal, Ms. Becerra also serves as a liaison between the Prime Contractor and the actual and potential subcontractors in establishing and monitoring performance in pursuit of the MWSDBE objectives. Ms. Becerra has developed and directed a team to insure the development and implementation of outreach, compliance, and training programs designed to provide a holistic approach to assisting in attaining the overall MWSDBE goals while providing a much healthier MWSDBE community environment. Ms. Becerra has also held key leadership roles; as the President of the National Association of Minority Contractors and was instrumental in establishing many contracting improvements for Minority and Women Owned Businesses in Houston, Harris County and the surrounding counties. She has also served in multiple key capacities on the Houston-Galveston Area Council (H-GAC) and sphere heading citywide disparity studies. Ms. Becerra was a trailblazer in helping to establish Mentor-Protégé programs teaming Prime Contractors with MWBEs. She was recognized by Mayors Bob Lanier, Bill White and Anise Parker of Houston through her appointments to chair many committees as the Mayor’s Transition Planning Committee for Transportation, Hispanic Advisory Board (HAB), Economic Development Task Force, and the $25 million Houston Small Business Development Board.
Ms. Becerra has over 35+ years of experience in business development, community relations, public involvement, policy development, education, workforce development, and outreach across all business segments.
Mrs. Becerra currently serves as the Program Advisor for Parsons Transportation Group in support of the METRO Light Rail, a $1.3B project she is responsible for developing program policies and procedures for the implementation of the METRO SBE/DBE Program in support of the prime Contractor, Parsons Transportation Group and SBE/DBE management team. Mrs. Becerra attributes her success to business-to-business relationships that have grown over the years. These relationships have allowed the development of programs and plans that assist small businesses and the business community in creating economic opportunities for longevity and success. She assisted in developing programs and plans using program management best practices that have reached hundreds of potential subcontractors, hosted/participants in numerous community outreach events, delivered hundreds of training classes and assisted companies in pursuing local and state certifications. As well as teaming small and large businesses together to share knowledge and processes to create economic development.
